2016

*That we write to the relevant bodies to ascertain why the proposed changes to auditing requirements that were mooted to facilitate voluntary and community organisations have not been introduced. It is grossly unfair and expensive to insist that clubs, societies and voluntary community groups should have to undertake the full costs of fully audited accounts by professional financial advisers when most of the areas covered are no- applicable.

*That we write to Customs and Excise seeking clarification around how they have applied duty rates to specific champagnes/ sparkling wines. It was the case that the duty was determined by the bars of pressure per bottle. This was clearly indicated on the label. Drinks with less than 2.5 bars of pressure were assigned the lower rate and those above were levied at the higher rate. Recently importers and distributors have been told that it will be determined by the kind of cork used on the bottle. This has immediately hit several distributors who have seen a significant decrease in competitiveness and has resulted in a loss of business for them. Given the importance of the hospitality industry to our county fairness needs to be established here.

*I call on the Minister for Education, Richard Bruton to address the Government's failure to commit to the Minor Works Grant and to also clarify the situation of the grant for the upcoming 2017/2018 year.

*That we seek to have an urgent revamp of CE Schemes and allow an extension to scheme placements for those who are seeking to stay on and in the circumstances where there are no qualified replacements to take up positions on the schemes. The minister in charge Leo Varadkar has the wherewithal to do so by issuing clean slates to current and previous participants. There is precedence for same

*That we seek an emergency meeting with Minister Simon Harris on the decision of St John Of Gods to cease taking entrants and instituting a closure of St Mary of The Angels with a view to dispersing the residents to separate and disparate housing against the wishes of the parents, staff and the residents themselves.

*"That we seek from the minister of Health and the HSE the appointment of minimum two more dentists to provide the cover required to clear the current backlog in the County and ensure the access that is needed long term. Primary school children are supposed to be seen in 2nd class and 6th class. As things stand because of backlogs 6th class pupils are being prioritised and even at that several are into secondary school before they can be seen.

*That we write to both the Minister for Health and the HSE to take all necessary means to get an Advanced Nurse Practitioner (ANP) appointed to KUH to Help the Consultant Rheumatologist in Kerry University Hospital reduce the current rheumatology waiting list of 700+ patients and the maintenance of over 3,000 patients who already have seen a Rheumatologist but who are on toxic medications which can do serious damage to a patients organs if not monitored correctly.

*"That we ask the Minister for Agriculture, Food and the Marine as the sole shareholder in An Coillte to establish a roads restoration fund to ensure that the many roads that are damaged in the course of the extraction of forestry are re-instated by way of a funding scheme budgeted for by An Coillte"

*That we call on the Minister for Health and all relevant agencies to ensure access to medical marijuana for those patients who are deemed appropriate for said treatment by their own doctors. Currently this treatment is available in a number of American states and in Australia.

*"That this council finds a means by which those on our housing waiting lists with access to some ground can apply for a permit to site a mobile home to ensure they can be accommodated in their communities given the current un-availability of rental accommodation in several areas in the county"

*That we call on Minister Simon Coveney and all relevant government agencies to bring about a ban on foreign owned factory freezer ships from fishing as close as
13 miles off the Irish Coast in an effort to protect the livelihoods of our fishing communities and to ensure greater sustainability of the fishing stocks in our waters.

*That we write as a matter of urgency to the mobile phone companies and relevant minister and agencies with regard the deteriorating level of mobile phone coverage and quality of service throughout the county.

*To obtain from the Minister and all relevant parties a detailed schedule of work required to bring Fibre Optic Broadband to this entire county. Some areas are operating with adequate to good service however there are many other areas where business people are struggling with speeds that make it very difficult to carry out their operations.

*That KCC call on this government to immediately review its response to the crisis in the Mediterranean - and agree to give safety and shelter to more people fleeing terror, conflict and war.

What is unfolding is a human catastrophe - and apart from the actions of the Irish Navy our response has been woefully inadequate

*That KCC seeks an increase in LEADER funding from Ministers Alan Kelly and Simon Coveney to bring the current fund in line and on a par with the rest of the Rural Development Programme. There were disproportionate cuts made in funding allocations to Kerry, Cork, Donegal, Mayo and Galway. The overall fund was cut by 60% in Kerry from the previous programme. This makes delivering meaningful and sustainable community development very difficult. A fairer allocation of funding is what we need to call for.

*That KCC write to Minister Varadkar and the HSE with regards protocols in place currently for our Ambulance Service that are in fact hindering the effectiveness of said service and placing patients in danger and causing undue delays in the transfer and treatment of patients.

*That we write to the Minister for Health and ask that the National Treatment Purchase Fund be re-instated fully to alleviate delays and clear waiting lists for many essential medical operations e.g there are currently in excess of 1400 people waiting over 12 months for procedures like cataract operations.

*That KCC write to the Department of the Environment and Minister Kelly requesting that as a matter of course all 18 year olds are automatically written to on the date that they become 18 and furnished with an application form for the register of electors.

*"That KCC ascertain from the Arts Council why it is that they have allocated this council the lowest level of local authority funding for the development of local arts each year since this particular fund was initiated and in particular what scoring or selection criteria they employ in deciding on how much to fund each local authority."

*That KCC write to Min Varadkar and the HSE urging both to re-engage with the drug company (Biogen-Idec) involved in the manufacture of the MS drug Fampyra (Fampiridine).
Negotiations have taken place regarding the pricing of this treatment and to date it has not been approved for inclusion in the Long Term Illness Scheme or Drugs Payment Scheme.

*That the area of land outlined in the attached map be renamed Cumann na mBan Park. This has already been put to the area meeting and was passed at same, to be forwarded to Full council for final approval.

*That the council write to the new Minister for health Min Varadkar and the HSE in support of the parents, students and staff of pupils attending St Francis Special School in Beaufort who have been adversely affected by the "Reconfiguration" policies that led to a reduction of close to 90% of essential therapies and special needs services to those particular pupils.

The new Council was elected on May 23rd and sat for the first time in June.
